Advanced Training in Economic Analysis and Management - Micro-Econometrics – Quantitative Assessment of Public Policies II

Quantitative assessments of Public Policies are becoming increasingly requested for different programs, particularly those public related to economic and social development. These evaluations are intended to determine, ex-post, if a program has reached its goals. They also test the effectiveness of different strategies to achieve specific outcomes. This course is actually composed of two parts (I and II) which are complementary and which should preferably be taken together. The two parts are advanced theoretical and practical introduction to the main econometric evaluation methods of impact.

Since independence Morocco has pursued food self-sufficiency to achieve food security at the national level. What has and has not worked in its approach and why? Advanced Training in Agricultural Economics & Environment - Irrigation and Water Economics

Le cours vise à familiariser les participants avec les notions de base de la gestion économique des ressources en eau d’irrigation. Après une introduction de la problématique et de la politique d’irrigation au Maroc, le corps du cours est constitué de deux parties. La première partie du cours sera consacrée à une revue des différents concepts et approches de l’évaluation de la valeur économique de l’eau d’irrigation. La seconde partie consistera à familiariser les participants avec les principales approches de modélisation et de simulation des effets des instruments de politiques économiques de gestion de l’eau d’irrigation. Dans cette deuxième partie, trois types de modèles seront introduits. Il s’agit du modèle de ferme pour l’allocation optimale des ressources en eau, le modèle de bassin pour la gestion intégrée des ressources en eau et le modèle d’équilibre général pour l’analyse de l’impact des instruments de politiques macroéconomiques sur la gestion locale des ressources en eau.

Bayesian Estimation of the Storage Model using Information on Quantities

In this presentation, Mr. Christophe Gouel will discuss his paper entitled “Bayesian Estimation of the Storage Model using Information on Quantities”. This paper presents a new strategy to estimate the rational expectations storage model. It uses information on prices and quantities – consumption and production – in contrast to previous approaches which use only prices. This additional information allows to estimate a model with elastic supply, and to identify parameters such as supply and demand elasticities, which are left unidentified when using prices alone. The estimation relies on the Bayesian methods popularized in the literature on the estimation of DSGE models. It is carried out on a market representing the caloric aggregate of the four basic staples – maize, rice, soybeans, and wheat – from 1961 to 2006. The results show that to be consistent with the observed volatility of consumption, production, and price, elasticities have to be in the lower ranges of the elasticities in the literature, a result consistent, according to the authors, with recent instrumental variable estimations on the same sample.

This course proposes an analysis of agricultural and food policies with an emphasis on price volatility and governments› responses to it. This course is organized as a series of lectures of 1.5 to 3 hours and alternates between lectures on the economics of public policies and on case studies of actual policies. The goal is to explain the reasons of public interventions (arising from economic motivations and political economy), and to use economic theory to explain and predict the effects of public policies.
